How do you activate the "effects" function?

The 'transitions' are easy to use because I just set them to 'random' and as soon as I slide the crossfader next random transition will activate. But how do you activate different effects?Say for example I want the next video transition to come in as a 'cartoon' effect.

yes I would like to use effect presets. When I pull up the 'presets' menu, all 12 slots are "empty". How do I assign a different effect to each?
