Yeah - generally that is best. But, what you can do sometimes is to use the Quality slider in the preferences of MixEmergency to help reduce the size of MixEmergency's graphics pipeline. For example, if you set the output to 1280 x 720, and then set the Quality slider to the half-way position (I think it is marked 50%), then all the internal rendering within MixEmergency (effects, transition, etc) will be done at 640 x 360 (where 640 = 50% of 1280, and 360 = 50% of 720).
